Give our education system a complete makeover. Recognize our new immigrants.
First off, the "brain drain" seems to be reversing, and those who are leaving are mostly health professionals trying to escape higher tax rates - so let them go. Plenty of new immigrants are health-care professionals and we need to increase our ability to recognize their credentials in Canada and offer them decent jobs in their field.
Some people know what they want to do as early as grade seven. Let them do it. Allow people age 12/13 to enter what are now considered college level programs IF they have a clear mission in life already. Expand apprenticeship programs to start at the same age. High school only benefits some, not all.
FULLY FUND POST-SECONDARY SCHOOLING!! Use aptitude tests and exams to determine entry - post-secondary education shouldn't be dependent on wealth or perceived ability to pay back expensive loans.

This applies to all professions. So many people who immigrate to Canada are not being utilized for their education and experience in their professions because of this bias. There is so much Canada has to learn from the rest of the world, but we can't if we have no way of testing and verifying the education of those who immigrate here.
I have also heard from recent immigrants to Canada that they are unable to get a job in their field because they are considered to have an unqualified education, yet they are also not given jobs within the field they have studied at all because they are over-qualified to do them.
